Davis, Jones power Orioles past Rockies 7-2

BALTIMORE (AP) ? The middle of the order keeps doing major damage for the Orioles.

Chris Davis went 4 for 5 with his major league-leading 45th home run, Adam Jones had a two-run shot among his three hits and Baltimore beat the Colorado Rockies 7-2 on Sunday.

"A lot of hits from that 3 (and) 4 spot," Orioles manager Buck Showalter said. "I thought Chris' home run was big for us."

Scott Feldman (3-3) pitched into the seventh inning to earn his first win in nearly a month. Davis scored three times and got hits in his final four at-bats.

After the All-Star slugger's two-out double off Jhoulys Chacin (11-7) in the third, Jones launched his 25th home run for a 3-0 lead.

"I'm real proud of both of them. They've been solid as a rock for us," Showalter said.

With the Orioles ahead 3-2 in the seventh, Davis and Jones hit consecutive singles against reliever Josh Outman and later scored on Brian Roberts' one-out single.

Davis smacked a two-run drive to right-center off Edgmer Escalona in the eighth.

"When those guys get rolling, sometimes you just hope they hit it at somebody," Rockies manager Walt Weiss said. "Most middles of the order in this league are tough to handle, and that middle of the order is about as good as anybody's. When they're swinging the bat well, it's going to be tough to get through it."

Feldman allowed two runs and five hits over 6 1-3 innings for his victory since July 22.

Swept in a three-game series at Arizona earlier in the week, the Orioles returned home from an eight-game West Coast trip. They took two of three from the Rockies in the first meeting between the teams since 2007 and finished 11-9 in interleague games this season.

"It would have been a tough start to the rest of the season if we weren't able to win the series," Showalter said. "I thought Scotty's outing was big for us."

Baltimore opens a three-game set against division rival and fellow playoff contender Tampa Bay on Monday.

"This time of year, you definitely want to win as many series as you can, especially when you're at home," Davis said. "Every game is important down the stretch."

Charlie Blackmon had an RBI double for the Rockies in the seventh and later scored on Yorvit Torrealba's groundout. Colorado arrived in Baltimore having won five of six.

Early two-out hits fueled Baltimore's offense in back-to-back games. Alexi Casilla's RBI single off Chacin in the second scored Baltimore's first run.

On Saturday, Baltimore used three two-out hits to score seven runs in the third inning of an 8-4 win.

Chacin, who entered with a 1.87 road ERA, gave up nine of Baltimore's 15 hits and three runs over 5 1-3 innings while striking out five. The right-hander took the mound despite his grandmother passing away on Saturday. He will fly to Venezuela, but intends to make his next start Friday at Miami.

"He fought his way through," Weiss said. "He was pretty emotional and pitching with a heavy heart, but he battled and he wanted to stay out there. He competed well, kept the game in check."

In four previous home starts since he was traded by the Cubs to Baltimore on July 2, Feldman went 1-3 with a 7.66 ERA. In improving to 10-9 overall, he allowed only two hits through six innings.

The Rockies chased him with two runs on three hits in the seventh, including two doubles. Otherwise, Colorado was unable to string hits together, finishing 1 for 9 with runners in scoring position.

"Yeah, pretty much what it usually comes down to when you don't score enough runs," said Todd Helton, who scored Colorado's first run after a double. "He just made some pitches when he had to."

Tommy Hunter, Darren O'Day and Josh Stinson combined to work the final 2 1-3 innings behind Feldman.

NOTES: Stinson was optioned to Triple-A Norfolk after the game. Baltimore will make a corresponding roster move before Monday's game. ... President Obama's ConnectED Funding Plan: 'Obama Phones' All Over Again?

We can?t be stuck in the 19th century when we?re living in a 21st century economy.

With those words, President Obama introduced a new initiative called ConnectED. The program would connect 99% of all students in America to the internet through high-speed broadband and high-speed wireless in schools and libraries within five years. Citing statistics that indicate that American students have far less access to high speed internet in their classrooms than their counterparts in countries like South Korea, the President noted, that ?[t]he fact is, schools without internet access put our students at a disadvantage.?

The President made these comments just over two months ago. At the time, he also directed the government to ?make better use of existing funds? to get high speed internet and other technology into schools. He also asked for private support from businesses, states, districts, schools and communities noting that this vision required ?no congressional action.?

It sounded terrific. But as the program was being touted in schools across America, what wasn?t being talked about was how much the program could cost and who was going to pay for it.

The administration?s own estimate of the cost of the initiative falls somewhere between $4 billion to $6 billion. In today?s economic climate, that happens to be about $4 and $6 billion more than we have to spend right now on new programs. But the administration has a plan to pay for it: raise fees on cell phone users.

I know, I know. It?s politically dangerous ? but only sort of. By funding it with cell phone user fees, the administration doesn?t have to get that congressional action that he alluded to in June. In fact, Congress doesn?t have a vote at all: it?s all up to the Federal Communications Commission (FCC FCC). The FCC has the right to boost fees to fund certain kinds of programs via the universal service fund (USF).

The USF isn?t without controversy. It was created as part of the Telecommunications Act of 1996; the Act had a number of goals including increased internet access to doctors and patients in rural hospitals and free or subsidized coverage for families who can?t afford it (so that they have links to emergency and government services). One of goals of the Act, in particular, makes it a prime vehicle for ConnectED: increased access to telecommunications and advanced services in schools, libraries and rural health care facilities.

One of the selling points of the Act was that it wasn?t taxpayer funded ? not exactly. Taxpayers do pay for programs under the Act but not directly through the federal income tax system. Instead, to pay for services, the Act ?mandated the creation of the universal service fund (USF) into which all telecommunications providers are required to contribute a percentage of their interstate and international end-user telecommunications revenues.? That little fee on your phone bill labeled USF? That?s what you?re paying for.

The USF made news last year when this YouTube video went viral. In the video, a woman dubbed the ?Original Obamaphone lady? in Ohio screamed about her ?Obamaphone? telling, ?Keep Obama in president, you know! He gave us a phone, he?s gonna do more.? Those ?Obamaphones? were cell phones reportedly handed out to the poor as programs in place to help low-income customers have access to basic telephone service. Those programs do exist as Link-Up America and Lifeline ? though the Obamaphone claims are perhaps a bit overstated (you can read more here) ? and are funded through the USF.

At a time when taxpayers already felt stretched, the program ? and the Obamaphone lady ? hit a nerve with taxpayers.

And now, it?s deja vu all over again.

If approved, the plan to pay for ConnectED could result in as much as $12 in increased fees for cell phone customers over three years. It?s not popular and would clearly never be approved by a Congress already expressing frustrations over pressure to reduce spending while keeping revenues from taxpayers low. But since it?s a fee ? and not really a tax, right? ? it doesn?t have to go through Congress.

President Obama was clearly aware of how those semantics play in his favor. When selling the program to his staff, he reportedly told them, ?We are here to do big things ? and we can do this without Congress.?

Honda intros Project DriveIn to save outdoor movies through digital projectors

Drive-in theaters outlasted VHS tapes, but they may not survive the transition to digital-only movies -- many drive-ins can't afford the professional digital projectors they need to stay in business. Honda wants to give those outdoor venues a second chance through its new Project Drive-In rescue effort. At a minimum, the endeavor will donate digital projectors to five theaters based on web voting; further donations will depend on the results of an Indiegogo fundraising campaign. While there's no guarantee that Honda can save a drive-in near you, it may be worth chipping in to preserve some classic Americana through modern technology.

Two Conversations about A Tragedy

It?s been just over a month since a train loaded with crude oil from North Dakota?derailed and exploded?in the Canadian town of Lac-Megantic, Quebec, killing an?estimated 47 residents. In the interval since the accident, the relevant authorities?have focused?on ascertaining the cause of the accident and determining how best to improve rail safety. However, there has also been another, less-customary conversation about whether oil in general, and the specific oil on this train, might be too dangerous to transport by rail at all. That conversation would benefit from some context that appears to be absent.

Both conversations began with a tragedy?in a place?I recognized immediately. Ten years ago my wife and I passed through Lac-Megantic and drove along the Chaudi?re river that originates there, on its way to the St. Lawrence. It?s an area of natural beauty and?historical significance. The images of destruction?and of oil spilled?in the river?were gut-wrenching.

The investigation is still underway, but it seems significant that the Federal Railroad Administration (FRA)?of the US Deparment of Transportation has already issued an Emergency Order?banning the practice?of leaving such trains unattended, pending the development of better procedures for securing them safely.Canadian authorities?are?reviewing their regulations and enforcement, as well as revisiting questions about the specific?type of tank car?in which the oil was carried. The Wall St. Journal?reported?that the FRA is also? looking into the testing and classification of crude oil shipments, to ensure that the tank cars used to transport different crude oils are suited to the task.?Meanwhile, the rail operator involved in the accident hasfiled for bankruptcy?on both sides of the border.?

Egypt police hold off on plan to disperse sit-in protesters

CAIRO (Reuters) - Supporters of deposed President Mohamed Mursi urged Egyptians to take to the streets on Monday to thwart any police crackdown on two Cairo protest camps that Islamists have manned for weeks.

Officials had said police would move at dawn to disperse the camps in what could prove a bloody confrontation with those seeking Mursi's restitution, but they did not do so, and the demonstrators said they had no intention of giving up.

A pro-Mursi grouping, which includes the Muslim Brotherhood, called for nationwide rallies against the military, which toppled Egypt's first freely elected leader on July 3.

"The alliance calls on the people of Egypt in all provinces to go out on marches on Monday and gather everywhere," it said in a statement.

Security sources and a government official had said police would begin operations against the two sit-ins early on Monday to end a six-week-old street standoff between crowds demanding Mursi's reinstatement and the army-installed government.

Western and Arab envoys and some senior Egyptian government officials have pressed the army to avoid using force as it tries to end the crisis in the troubled Arab nation of 84 million.

Mursi's defiant supporters have fortified the protest camps with sandbags and piles of rocks in anticipation of a crackdown.

At the biggest camp in northeast Cairo, the mood was festive, despite talk of police action. One man brought fresh, hot bread for the protesters. Some bought food and drinks.

At the entrances to the sprawling site, a group of men with sticks shouted "God is greatest" to keep morale high.

"RELIGION, NOT POLITICS"

"I have been here for 28 days and will stay until I die as the issue is now about religion not politics. We want Islam, they want liberalism," said protester Ahmed Ramadan, who quit his job in a Red sea tourist resort to join the camp.

One security source said action against the protesters had been delayed because larger crowds had arrived at the protest camps after news broke that a crackdown was imminent.

Army chief General Abdel Fattah al-Sisi, who ousted Mursi, has come under pressure from hardline military officers to break up the Brotherhood sit-ins in the capital, security sources say.

Almost 300 people have been killed in political violence since Mursi's overthrow, including dozens of his supporters shot dead by security forces in two incidents.

Egypt has been convulsed by political and economic turmoil since the 2011 uprising that ended 30 years of autocratic rule by U.S.-backed President Hosni Mubarak, and the most populous Arab nation is now more polarized than any time for many years.

There is deepening alarm in the West over the course taken by Egypt, which sits astride the Suez Canal and receives $1.5 billion a year in mainly military aid from the United States.

Mursi became president in June 2012. But concerns he was seeking an Islamist autocracy and his failure to ease economic hardships led to mass rallies prompting the army to oust him.

Since then Brotherhood leaders have been jailed. Mursi is detained in an unknown location.
