AT&T to adjust data plans January 22nd, offers more gigs for more money

Good news and bad news here, folks: the good news is that AT&T will begin offering new data plans with a higher monthly allotment. The bad news is that, once again, it's going to cost you more. The plans, which will offer 300MB of data for $20, 3GB for $30 and 5GB (including mobile hotspot access) for $50, will take effect beginning this Sunday. Are you still on one of the older plans? Fortunately, you're still grandfathered in and won't have to change unless you absolutely want to. But remember that once you move to the new data rate, there's no going back; the only legacy plan sticking around is AT&T's 250MB tablet feature for $15. The change in plans appears to be priced the same as Verizon, though the two higher rate plans on AT&T have an advantage in that it hooks you up with an extra gigabyte of data capacity. The question is, will it be worth paying an additional $5 per month for that extra gig? Oh, and we're still waiting on that shared data plan in the meantime, Ralph.

Geoscientists at the University of Massachusetts Amherst and the University of Minnesota this week published the first evidence that warm-cold climate oscillations well known in the Northern Hemisphere over the most recent glacial period also appear as tropical rainfall variations in the Amazon Basin of South America. It is the first clear expression of these cycles in the Southern Hemisphere.

The work by Stephen Burns and his doctoral student Lisa Kanner at UMass Amherst is reported in the current issue of ScienceXpress. Burns says, "The study also demonstrates that rainfall in the Southern Hemisphere of South America is, though to a lesser extent, also influenced by temperature changes in the Antarctic, which has not been previously observed."

The last glacial period, from about 10,000 to about 120,000 years ago, saw North America and Western Europe covered in a thick continental ice sheet, the geoscientist points out. Yet climate was also highly unstable during the period, cycling every few thousand years between warm and cold, dry periods in the high northern latitudes. Temperatures could change by as much as 10 to 15 degrees Celsius.

Known as Dansgaard/Oeschger (D/O) cycles, these millennial-scale rapid climate events were first recognized in the Greenland ice cores, but have since been found throughout the Northern Hemisphere, Burns points out.

The UMass Amherst climate researcher is an expert in reading past climate data from the ratio of oxygen isotopes found in calcite in speleothems, another name for stalagmites, stalactites and other water-deposited cave features. Analyzing radioactive isotopes and stable oxygen isotopes in the calcite sampled from ancient cave formations can provide information on past rainfall over many thousands of years, Burns says.

He and Kanner used oxygen isotopic analyses from a 16-centimeter (about 6.3 inches) stalagmite recovered from a cave 2.4 miles (3,800 meters) above sea level in the Peruvian Andes for this study. The sample grew from 49,500 to 16,000 years ago, providing a 34,000-year-long record of rainfall changes in the Amazon Basin. Kanner and colleagues found that cold periods in the high Northern latitudes are associated with an increase in precipitation, the South American Summer Monsoon, in the Amazon Basin.

"This relationship is the exact opposite of changes in rainfall in the Northern Hemisphere tropics, where cold intervals result in a decrease in rainfall," Burns says.

Revised chronology for several major climate events that took place in the last glacial period proposed in this study could lead to a better understanding of Antarctic warming during the same period and its relationship to warming the subtropical North Atlantic, the authors state.

I?ve developed numerous Android and iOS apps (though not games, so I can?t speak to the differences there) over the last few years, and neither set of developer tools seems to me to be hugely superior: both have their strengths and their really irritating failings. Oh, the irony. Up until recently all the Android apps I'd worked on had had fairly vanilla graphics requirements. But for the last few weeks I've been in crunch mode developing an Android app with moderately elaborate graphics -- and. Well. I stand by what I said, to a point: the developer tools for the two platforms are comparable. But Android's fragmentation has become a giant millstone for Android app development, leaving it far behind its iOS equivalent. It's not the panoply of screen sizes and formats on devices running Android; the Android layout engine really makes that annoying, but no big deal. It's not the frequent instances of completely different visual behavior on two phones running exactly the same version of Android; again, annoying, but relatively minor. Device fragmentation is just an irritation. OS fragmentation, though, is an utter disaster.

Maybe "home wrecker" wasn't the best way to describe Kim Kardashian, but Amber Rose contends that she was defending herself when she recently told Star magazine that Kimmy and her former beau, Kanye West, were carrying on an affair behind Rose's back.

"I don't like to call women names, because I'm about women empowerment. I spoke on my emotions that day — I was just so frustrated," Rose told MTV News' Sway when she appeared on "RapFix Live" on Wednesday.

The rumor mill has been buzzing that it was Rose who caused the breakup between Kardashian and NFL star Reggie Bush. Amber does admit to dating Reggie, but she insists that it was after his relationship with Kim and after her romance with Kanye had ended.

It's all very accusatory, yet Amber maintains that Kardashian sent pictures of herself to West while he was still in a relationship with Rose. When Sway asked about the pictures, the "Fame" singer didn't want to comment any further, but she stood behind her original comments. "The story, it's true," she said.

What Amber couldn't stand behind was the name-calling. She says she called Kim a home wrecker out of frustration. "I hear that all the time, Sway, and I'm like, that's not true," Rose said of the rumor that she came between Bush and Kardashian.

Rose went on to reenact her Star interview, paraphrasing what she told the reporter. "Kim is the home wrecker, I'm not the home wrecker. I don't date men in relationships; I don't do that to other women," Amber said. "I got frustrated and I said it."

Part of the frustration came from the media-savvy Kardashian family, Amber said. "I feel like Kim and her family, they manipulate the media and they want people to believe what they want them to believe," she said. "I just had to put the truth out there and I had to get it off my chest."

The stately model, who is now dating Wiz Khalifa (and seems very happy, we must say), explained that she and Bush dated briefly in a rebound relationship after she split with 'Ye and he split with Kim, but there was no affair between them. "We were both kind of, like, hurt," she said. "We were each other's rebounds, basically. It was nothing serious. We didn't love each other. We just became good friends, basically."

Marine video outrage not stopping peace talk moves (AP)

WASHINGTON ? Pentagon officials worry that outrage over a video purporting to depict Marines urinating on Taliban corpses will tarnish the reputation of the entire military. Some also fear it could undermine prospects for exploratory Afghan peace talks.

After roundly condemning the Marines' alleged behavior, Defense Secretary Leon Panetta and top military leaders on Thursday promised a full investigation and sought to contain the damage at home and abroad.

Panetta also said the incident could endanger the prospects for peace talks, although the Obama administration and the Taliban each voiced readiness Thursday to try peace talks while pledging to carry on the military conflict until their rival objectives are met. The separate statements by senior American and Taliban officials illustrated the improved environment for Afghan reconciliation efforts as well as the daunting task ahead.

The Naval Criminal Investigative Service, the law enforcement arm of the Navy, is heading the main inquiry, which is expected to weigh evidence of violations of the U.S. military legal code as well as the international laws of warfare. Separately, the Marine Corps is doing its own internal investigation.

By Thursday evening, the NCIS had interviewed two of the four Marines appearing in the video. At the time they were filmed urinating on the bodies, the four were members of the 3rd Battalion, 2nd Marines, which fought in the southern Afghan province of Helmand for seven months before returning to their home base at Camp Lejeune, N.C., last September.

Two of the four, plus the commander of the battalion, had moved on to other assignments before the video appeared on the Internet, according to Marine Corps officials who spoke on condition of anonymity in order to discuss an active investigation.

Even Thursday's emergence of the Internet video depicting Marines urinating on what appear to be Afghan corpses didn't seem to immediately set back movement toward exploratory negotiations with the Taliban. Asked about possible implications for peace talks, Secretary of State Hillary Rodham Clinton said the U.S. remained strongly committed to supporting Afghan efforts.

Panetta, however, said the incident could endanger the talks.

"The danger is that this kind of video can be misused in many ways to undermine what we are trying to do in Afghanistan and the possibility of reconciliation," Panetta said at Fort Bliss, Texas, adding it's important for the U.S. to move quickly to "send a clear signal to the world that the U.S. will not tolerate this kind of behavior and that is not what the U.S. is all about."

Before he left Washington for his troop visit to Fort Bliss, Panetta called President Hamid Karzai to promise a full investigation of the video affair and condemned the Marines' behavior as "entirely inappropriate."

As the video spread across the Internet in postings and re-postings, U.S. officials joined with Afghans in calling it shocking, deplorable, inhumane and a breach of military standards of conduct. It shows men in Marine combat gear standing in a semicircle urinating on the bodies of three men in standard Afghan clothing, one whose chest was covered in blood.

It's not certain whether the dead were Taliban fighters, civilians or someone else.

The incident will likely further hurt ties with Karzai's government and complicate negotiations over a strategic partnership arrangement meant to govern the presence of U.S. troops and advisers in Afghanistan after most international combat troops withdraw by the end of 2014.

Anti-American sentiment is already on the rise in Afghanistan, especially among Afghans who have not seen improvements to their daily lives despite billions of dollars in international aid. They also have deplored the accidental killing of civilians during NATO airstrikes and argue that foreign troops have culturally offended the Afghan people, mostly when it comes to activities involving women and the Quran, the Muslim holy book.

Pentagon officials said the criminal investigation would likely look into whether the Marines violated laws of war, which include prohibitions against photographing or mishandling bodies and detainees. It also appeared to violate the U.S. Uniform Code of Military Justice, which governs conduct. Thus, some or all of the four Marines could face a military court-martial or other disciplinary action.

Karzai called the video "completely inhumane." The Afghan Defense Ministry called it "shocking." And the Taliban issued a statement accusing U.S. forces of committing numerous "indignities" against the Afghan people.

Panetta said the actions depicted in the brief video were inexcusable.

"I have seen the footage, and I find the behavior depicted in it utterly deplorable. I condemn it in the strongest possible terms," Panetta's statement said. "Those found to have engaged in such conduct will be held accountable to the fullest extent."

The chairman of the Joint Chiefs of Staff, Army Gen. Martin Dempsey, said he was deeply disturbed by the video and worried that it would erode the reputation of the entire military, not just the Marine Corps.

On the streets of Afghanistan, the reaction was cool.

"If these actions continue, people will not like them (the Americans) anymore and there will be uprising against them," Mohammad Qayum, said while watching a television news story about the video that was airing in a local restaurant in Kabul.

Ahmad Naweed, a shopkeeper in Kandahar, the birthplace of the Taliban insurgency, said, "On the one hand, the Americans present themselves as friends of Afghanistan and ... they also try to have peace talks with the Taliban. So we don't know what kind of political game they are playing in Afghanistan."

First major genetic mutation associated with hereditary prostate cancer risk found

After a 20-year quest to find a genetic driver for prostate cancer that strikes men at younger ages and runs in families, researchers have identified a rare, inherited mutation linked to a significantly higher risk of the disease.

A report on the discovery was published in the January 12, 2012 issue of the New England Journal of Medicine. UNC-Chapel Hill scientist Ethan Lange, PhD, was part of the team of investigators at the Johns Hopkins University School of Medicine, the University of Michigan Health System, Wake Forest University and the Translational Genomics Research Institute.

Lange is associate professor of genetics and biostatistics and a member of UNC Lineberger Comprehensive Cancer Center. The research team found that men who inherit this mutation have a 10 to 20 times higher risk of developing prostate cancer.

Lange explains, "For the first time we have identified an inherited high-risk mutation for prostate cancer. The mutation is significantly more common in men with a family history of prostate cancer that strikes at an earlier age, compared to older patients with no family history. Our findings suggest it could be a valuable early screening tool for men, particularly those with a family history of early-onset disease. The benefit to this population of men could be similar to the benefit of current screening strategies employed for BRCA1 and BRCA2 mutations in women with family history of early-onset breast cancer.

"There is still work to be done regarding understanding the biological function of the mutation and the precise level of absolute risk for carriers of this mutation - a process that took years for the BRCA1 and BRCA2 genes. Still, our results strongly suggest this is the most clinically important mutation identified for prostate cancer to date."

While accounting for only a small fraction of all prostate cancer cases, the discovery may provide important clues about how this common cancer develops and help to identify a subset of men who might benefit from additional or earlier screening. This year, an estimated 240,000 men in the United States will be diagnosed with prostate cancer.

James P. Evans, MD, PhD, Bryson Distinguished Professor of Genetics in the UNC School of Medicine, leads UNC Lineberger's clinical genetics program and is an internationally recognized expert in clinical cancer genetics. He was not involved in the study, but observes, "The genetics of prostate cancer have proven surprisingly difficult to unravel and this work represents significant and welcome progress. While fewer than one percent of Caucasian men carry the described mutation in this particular gene, for those men who do carry it, the increased risk for developing prostate cancer is likely greater than for any previous mutation found to date. Larger follow-up studies will be necessary to understand the importance of this finding for prostate cancer, and it remains to be seen whether this mutation is associated with other cancers."

Lange and Kathleen Cooney, MD, one of two study senior authors, were the first to identify the human chromosome region of interest where the mutation, called HOXB13, was ultimately found. Lange, who has been a collaborator on Dr. Cooney's University of Michigan Prostate Cancer Genetics Project for 17 years, led the statistical analyses and was actively involved in designing the study and interpreting the findings for the current study.

This particular mutation was found in families of European descent, while two different mutations on the HOXB13 gene were identified in families of African descent. Since only seven of the 94 families studied were of African descent, more research will be required before the significance of those mutations is known. African-American men are more likely to be diagnosed with prostate cancer at younger ages and have a more aggressive form of the disease.

Lange concludes, "Over the past couple years, genetic sequence analysis - the ability to evaluate nearly every base of the DNA code over large genomic regions as opposed to a relatively small number of preselected bases - has become possible for large research studies. The National Institutes of Health and private research companies have invested hundreds of millions of dollars into developing this technology, and our results represent one of the first successes demonstrating its use in identifying a strong but uncommon genetic risk factor for a common disease. This new technology should, in the near future, lead to many exciting discoveries of genes important to a wide range of common, complex human diseases."

Gala premiere, then quiet 30th for Kate Middleton (AP)

LONDON ? After attending a gala film premiere in a full-length lacy evening gown, Kate Middleton stepped out of the public gaze Monday to celebrate her milestone 30th birthday in private.

She turned heads ? and dominated Britain's Monday morning front pages ? by attending the London opening of Steven Spielberg's "War Horse" wearing a striking design by Alice Temperley. Her husband, Prince William, used an umbrella to keep her glossy brown hair drizzle-free.

It was another star turn for Middleton, who has appeared ever more comfortable in public since joining the royal family in April.

Palace officials said the Duchess of Cambridge's birthday celebration will be a "low-key and private" affair. The choice of a muted event seems appropriate: After all, the duchess is not just starting the fourth decade of her life ? she is also embarking on her career as a future queen, charged with renovating a monarchy that has become somewhat creaky with age.

"She's done very well, playing a very good supporting role to Prince William and complementing him as part of a team," said Robert Jobson, author of "William and Kate: The Love Story." "We've not seen much of her, but when she's in public she has performed with aplomb."

The past year has seen momentous changes for Kate, with a fairytale wedding to Prince William, travels around the world and glamorous appearances that marked her transition from commoner to the world's most talked-about princess and style icon. She has won rave reviews for her sparkle, her elegant sense of style, and her common touch with the public.

But now that the excitement around her grand wedding has subsided, she is expected to quietly settle down into her royal duties ? and for much of this year, that means helping Queen Elizabeth II celebrate her Diamond Jubilee, without upstaging the monarch in her moment of glory, and also playing a supporting role at the London 2012 Olympic Games.

Until recently, palace officials have been quiet about what exactly her role will be, keen to protect her transition into a fully fledged royal from the glare of the media limelight. The newlyweds, who live in a remote corner of north Wales, were said to favor a "quieter life" after the massive global media coverage of their April wedding.

The former Middleton ventured out on her first solo engagement in October ? a private charity dinner for about 30 guests ? but is yet to make a public speech on her own.

That is set to change. This week, royal officials finally gave the first insight into her new role when they announced which charities she's supporting, including the Scouts and a group that helps drug addicts. More organizations will follow later, officials said.

She has already taken on an unofficial role as a champion of the British fashion industry, wearing the creations of British designers at home and abroad, showcasing their work in the best possible light.

On top of such duties, the duchess also has a busy year ahead with the queen's jubilee, a major celebration of the monarch's 60 years on the throne that will see numerous celebrations throughout Britain and the Commonwealth, peaking in a major celebration in London in early June.

The royals are expected to play a supporting role by traveling overseas to represent the queen. William and Kate are due to journey to Malaysia, Singapore, the Solomon Islands and the tiny Pacific island of Tuvalu as part of the festivities.

Inevitably, much of the speculation about the duchess' future has centered on royal lineage ? Is she going to start a family soon? That, however, is anyone's guess, and despite incessant tabloid baby chatter, there doesn't yet appear to be great pressure on the newlyweds to produce an heir.

"It's early days yet, and they're both getting used to their roles," said Jobson, adding that the presence of other young members of the royal household, such as Prince Harry, helps to ease the pressure on William and Kate.

Many of the more senior women in the royal family were mothers in their 20s, but times and expectations have changed ? both inside and outside the royal household.

Fines pending for Ind. House Dems in labor battle (AP)

INDIANAPOLIS ? Indiana House Democrats could soon get hit with $1,000-a-day fines over a labor bill that has stalled work in the 2012 session.

House Democratic Leader Patrick Bauer said Thursday that Republican House Speaker Brian Bosma promised to begin fining Democrats on Friday under a new law designed to keep them from blocking business after a five-week walkout last year.

Democrats stalled business on the first day of the 2012 session Wednesday when they did not report to the House floor. That blocks a right-to-work measure that would bar private unions from collecting mandatory fees.

Democrats met again Thursday before the day's session but did not say how long they planned to stall. Instead they are debating holding public hearings on the proposal around the state as soon as this weekend.

LONDON (AP) ? She's a double Oscar winner with a knack for accents, but Meryl Streep says playing Margaret Thatcher was a challenge ? although her own experience helped her understand the struggles faced by Britain's first female prime minister.

Streep is transformed into the divisive politician who reshaped Britain in "The Iron Lady," which had its European premiere in London on Wednesday, just across the River Thames from the Houses of Parliament.

"It was extremely daunting, because I'm from New Jersey," Streep said in an interview ahead of the event. "And yet as an outsider, I felt something of what she might have felt."

Streep, who won Academy Awards for "Kramer Vs. Kramer" and "Sophie's Choice," said her youthful experience as one of a handful of women at Dartmouth College in New Hampshire helped her understand Thatcher's isolation. In 1970, Streep spent a term as an exchange student at the men-only college, which became coeducational in 1972.

"There were 60 of us and 6,000 men, and I had a little flashback to that moment," Streep said. "And so a little bit of my emotional work was done for me."

Streep, 62, has been nominated for a Golden Globe and looks likely to get a 17th Oscar nomination for her spookily accurate performance as Thatcher, who led Britain from 1979 until 1990.

As prime minister, Thatcher fought a war with Argentina over the Falkland Islands, saw the 1989 fall of the Berlin Wall and the implosion of communism and was branded the Iron Lady by Soviet journalists for her steely resolve.

She presided over the decline of Britain's industrial might and trade union power and the birth of a free-market culture with new winners and many new losers.

That historical drama is only glimpsed in "The Iron Lady," which depicts the now 86-year-old Thatcher, widowed after the death of husband Denis (Jim Broadbent), looking back on her life as a provincial grocer's daughter rising to the top of a Conservative Party dominated by wealthy men.

Streep said while the film has been called a political biopic, "I was interested in it precisely because it wasn't really that."

"It's a subjective imagining," she said. "It's not the God's-eye-view chronicling this side, that side, the politics of it. It's a very deep look at a whole life ? from the end of it."

"The Iron Lady" is more a domestic drama than a political one, but Thatcher remains a polarizing figure and the film has been criticized by her enemies and allies alike. Foes feel it is too sympathetic, while supporters and friends dislike its depiction of the former leader as a frail old woman with dementia.

Former Conservative Foreign Secretary Douglas Hurd said the film "has a rather ghoulish quality about it."

"All the flashback scenes show a woman suffering from a form of dementia, but that lady is very much alive," he told the Evening Standard newspaper. "That should have given them pause to wait."

Director Phyllida Lloyd ("Mamma Mia!") has defended the film's approach. The script by Abi Morgan ("Shame") was partly inspired by a book by the politician's daughter Carol Thatcher in which she described her mother's mental decline.

Streep said the criticisms were misguided.

"If Margaret Thatcher suffered from a lung problem and I coughed, or if she had something wrong with her legs and I limped, no one would scream," she said. "The particular stigma attached to mental frailty in our culture speaks more about the person who's saying it's shameful.

"Is it shameful? I don't think it is. I don't think things need to be hidden away."

Streep is also fascinated by the venom Thatcher provoked ? she's still either loved or loathed by most Britons ? and the film gently asks viewers to consider whether the fact that she is a woman played a part in the strong responses.

"She was called the most hated woman in Britain because of policies that lots of people who are still in the political world helped her construct, and they don't endure the same hatred," Streep said. "She was hated for her hair and her handbag and her clothes and her manner and the fact that she changed her voice.

"It was really outsized, the bloodlust, and that's interesting."

Streep said the film's most provocative idea is that it asks audiences to regard this iconic political figure as human ? just like ourselves.

"I do think we have historically looked at our own lives through the bodies of kings and queens and important people," she said. "Is 'Hamlet' really about the prince and his princeliness, or is it about his existence? Is 'King Lear' really about a grumpy old man who used to be a despot, or is it about existence?

"That's certainly how I went into it, to find me in this story. And my friends, and my mother ? women of that generation who lived through a change in the way women were regarded and their place in society."

NFL Mobile Updated, Now Works With the Galaxy Nexus

NFL junkies with the Galaxy Nexus have been dying to get their hands on a working NFL Mobile app from Verizon. We were initially expecting it to arrive back on December 22, but our sources told us that the date had been moved to around January 4. Sure enough, an update just popped up in the Android Market for NFL Mobile, bringing with it Ice Cream Sandwich (Android 4.0) support. We are already hearing from folks that it still doesn?t work, but remember that you also need the Verizon Login app to get signed into it.

If you still can?t get it working after installing both, then shame on Big Red. You may also want to uninstall the Login app and reinstall, then run it.

Update: ?Clearly the app is still having issues. Looking forward to the next update!

Egyptians head to polls again in parliament vote (Reuters)

CAIRO (Reuters) ? Egyptians vote Tuesday in the third round of a parliamentary election that has so far handed Islamists the biggest share of seats in an assembly that will be central in the transition from army rule.

Islamist groups came late to the uprising that unseated president Hosni Mubarak in February, but were well placed to seize the moment when Egyptians were handed the first chance in six decades to choose their representatives freely.

The run-up to the third round has been overshadowed by the deaths of 17 people last month in clashes between the army and protesters demanding the military step aside immediately. But the ruling generals have insisted the election process will not be derailed by violence.

Monitors mostly praised the first two rounds as free of the ballot stuffing, thuggery and vote rigging that once guaranteed landslide wins for Mubarak's party.

But police raids on pro-democracy and rights groups last week have disrupted the work of leading Western-backed election monitors and drew accusations that the army was deliberately trying to weaken oversight of the vote and silence critics.

The government said the raids were part of a probe into illegal foreign funding of political parties and not aimed at weakening rights groups, which have been among the fiercest critics of the army's turbulent rule.

Nevertheless, Washington called on the Egyptian government to halt "harassment" of the groups involved.

The U.S.-funded International Republican Institute said it had been invited by Egypt government to monitor the election and did not give funding to political parties or civic groups.

It urged the government to let staff return to their offices and obtain the official registration they had long requested.

"There is no reason not to allow IRI to assess the elections," the IRI said in a statement Monday.

FIERCE RIVALRY

Citizens thronged the polls in unprecedented numbers in the first two rounds and parties ranging from hardline Islamists to liberals and secularists are competing hard for every vote.

Liberals accuse groups like the Muslim Brotherhood and the hardline Islamist Al-Nour party, which surprised with a strong showing in earlier rounds, of flouting a ban on religious slogans in politics and telling voters their rivals are ungodly.

"We have been trying to tell people in our campaign before the third stage that we respect religions," said Mohamed Abu Hamed, Secretary General of the liberal Free Egyptians party.

Islamists in turn accuse one of the party's top figures, Coptic Christian business tycoon Naguib Sawiris, of using his media empire to mount a disinformation campaign against them.

The Brotherhood's Freedom and Justice Party (FJP) "demands from media outlets, especially those owned by businessmen who ... still have interests with the previous regime, to remain objective and stop distorting this experience, which people have been waiting for a long time," the FJP said in a statement.

Although Islamists command a majority of seats contested so far, fierce rivalry among the various Islamist groups offers scope for liberals to wield influence in the parliament, which will play a role in defining a new constitution for Egypt.

But the strong showing by religious parties has sown unease among Western powers that only disowned Mubarak once his three-decade rule was crumbling.

Mubarak painted his government as a modernizing bulwark against Islamist extremists who threatened Egypt's future prosperity and its peace treaty with neighbor Israel.

The Brotherhood, which built a broad grass-roots support base through decades of charity work among millions of poor Egyptians, insists it will do nothing to weaken Egypt's economy further or sow social chaos.

That message of stability has found resonance among ordinary Egyptians tired of almost a year of political turmoil and fearful for their livelihoods as the economy wallows in crisis.

The concluding vote to the lower house of parliament takes in regions of the rural south, which has the largest proportions of Christian voters, the industrial Nile Delta region north of the capital Cairo, and the restive Sinai desert region to the east.

Fourteen million eligible voters in nine regions will choose who occupies 150 of the seats in parliament.

The army, under pressure to hasten the handover to civilian rule, issued a decree Sunday to shorten the forthcoming upper house election to two rounds from three.

Arlington Community Food Bank serves holiday cheer to families | SLIDESHOW

ARLINGTON ? The Arlington Community Food Bank?s first Christmas basket distribution at its new location met expectations and exceeded last year?s demand, according to food bank volunteers who served an estimated 400 families or more on Thursday, Dec. 22.

?That?s what we planned for and it looks like we?ll meet those plans,? said Barbara Wood, a data entry specialist and board member for the Arlington Community Food Bank. ?We had an additional 100 family food boxes ?adopted? by a number of individuals and agencies, including Rotary, which donates a lot to us each year.?

The Angel of the Winds Casino followed its donation of turkeys to the food bank for Thanksgiving by dropping off 80 hams while food bank volunteers distributed Christmas baskets on the afternoon of Dec. 22.

?They?re always so generous,? Wood said. ?We?ve also got about 20 area churches that have donated stuffing mix, cornmeal mix, celery, carrots, apples and other fruits and vegetables.?

For the rest of their supplies the Arlington Community Food Bank works with buying services used by other food banks, that allow them to buy food and other supplies in bulk much cheaper than what regular customers would pay.

?That?s why money is one of the best donations we can get,? Wood said. ?We can get the basics without spending as much money as individuals would have to.?

These finances and supplies are much needed since the Arlington Community Food Bank is serving more clients all the time. Last year?s holiday food basket distributions served only 325-350 families each, whereas this year, even non-holiday distribution days have attracted between 75-90 families each.

?We know it?s tough out there,? Wood said on Dec. 22. ?By tonight, all these boxes of food will be cleared out.?

Cindy Moe, treasurer and fellow board member of the Arlington Community Food Bank, praised the food bank?s temporary new location at the Arlington Municipal Airport for allowing them to gather all their food items for distribution in one area, rather than storing them in separate rooms due to a lack of space.

?It?s a safe environment,? Moe said. ?We can even park our delivery truck inside of the facility, to prevent it from being vandalized like it has been in the past.?

Moe noted that the food bank?s new location is even on the bus line, although she added that she?d like to see those bus routes? hours changed to make them more convenient for the food bank?s clients.

In downtown Arlington, food bank clients with children were once again able to shop at the Arlington American Legion ?Toys for Kids? event that same afternoon.

Arlington Legion Lounge Manager Debbie Jackson explained that this year?s fundraising activities yielded $16,000, which was then augmented with another $5,000 worth of toys from other donors, plus? contributions from the Arlington Fire Department and the Helping Hands thrift store, the latter of which chipped in $500.

?The Kmart in Marysville even let 20 of our shoppers come in at 6 a.m. one day, and local Boys Scout Troop 92 carried our purchases out to our cars for us.?

Not only did ?Toys for Kids? have close to 1,100 toy items available for food bank families, but it?s already raised $2,000 toward next year.

Russian protesters arrested in Moscow rally (Reuters)

MOSCOW (Reuters) ? Russian police detained about 60 protesters during an anti-government demonstration on Saturday in Moscow, hours after Prime Minister Vladimir Putin offered a conciliatory message to the opposition in a televised New Year's Eve address.

Reuters witnesses said they saw police surround and detain protesters who were shouting slogans such as "Putin Must Go!" and "Free the Political Prisoners!."

Police said about 200 people took part in the rally, with 60 detained. Gathering in near-freezing temperatures at a major thoroughfare in the capital, many protesters wore the white ribbon that has become a symbol of the protests.

Putin has faced massive demonstrations following a December 4 parliamentary election that protesters and international observers said was marked by fraud and violations. Despite the mounting pressure, Putin is expected to comfortably win a presidential election in March and return to the Kremlin.

"Of course, I want to wish all of our citizens, independent of their political leanings - those who sympathize with the forces of the left, and those on the right, those on top and those below, as you like - I want to wish everyone happiness and prosperity," he said in his address.

He made a passing nod to political tensions but said they were "the inevitable cost of democracy," especially in election time.

"At such times, politicians always try to manipulate the voters' feelings, everything is a little shaken up and seething, but that is the inevitable cost of democracy. There's nothing unusual here," he said.

Saturday's protest took place at Moscow's Triumfalnaya Square, a traditional rallying point for the opposition that also served as the birthplace of the demonstrations that have swept Russia this month.

Police and other law enforcement officers were deployed in the area well before the protest began at 5 p.m., their buses and vans lining the streets surrounding the square.

The protest was organised by the "Strategy 31" movement, which since 2009 has staged rallies to mark the right to peaceful assembly guaranteed in Article 31 of the constitution. They gather on the final day of every month with 31 days.

"Strategy 31" rallies do not enjoy official approval, and participants are subject to arrest. Among those detained on Saturday was National Bolshevik Party leader Eduard Limonov, Russian media reported.

Tens of thousands have taken to the streets this month in the biggest opposition demonstrations since Putin rose to power in 1999. The last massive rally was held on December 24. in central Moscow.

On Saturday, a separate protest attracted about 100 people in St. Petersburg, with city police reporting about 10 arrests.

Russia's Echo Moskvy radio also reported that about 200 people, including Kremlin critic Boris Nemtsov, participated in a rally in the Volga River city of Nizhny Novgorod that went off without incident.
